Car bomb outside Pakistan’s security force headquarters kills at least 10, dozens injured

Quetta, Pakistan — A powerful car bomb outside the headquarters of Pakistan’s paramilitary security forces killed at least 10 people on Tuesday and wounded 30 others, authorities said.

Before detonating their vehicle, as many as six militants inside the car stepped outside and engaged troops in an intense shootout, according to the police. All six attackers were reported to have been killed.

Residents said the blast in the southwestern city of Quetta could be heard from miles away. Ambulances rushed to the site in front of the Frontier Constabulary and rescuers transported the wounded to nearby hospitals.

No group immediately claimed responsibility, though suspicion is likely to fall on separatists who often target civilians and security forces in insurgency-plagued Balochistan, where Quetta is the provincial capital.

Provincial health minister Bakhat Kakar said the death toll could rise further. He told reporters that the attackers had targeted the security forces’ headquarters, but most of those killed and injured were civilians.

Interior Minister Mohsin Naqvi said six attackers were involved in the assault and all of them were killed by the security forces.

Mohammad Usman, who lives near the paramilitary headquarters, said the blast shook the entire neighborhood. “The windowpanes of my house shattered, and part of the building was damaged, but thanks to God we are all safe,” he said, adding he heard gunfire following the explosion.

Local television channels and CCTV footage from the site of the explosion showed images of a car stopping in front of the gate of the paramilitary compound. An explosion follows and gunfire is heard after the blast. Windows of surrounding buildings were shattered and nearby cars were damaged, according to the footage.

In Islamabad, Pakistan’s President Asif Ali Zardari and Prime Minister Shehbaz Sharif denounced the bombing and praised security forces for quickly responding to the attack and eliminating the attackers.

Balochistan Chief Minister Sarfraz Bugti also condemned the attack, saying security forces returned fire and killed all the assailants involved in the deadly attack in the city.

“Terrorists cannot break the nation’s resolve through cowardly acts, and the sacrifices of our people and security forces will not go in vain,” Bugti said in a statement. He said that his government remains committed to making the province a peaceful and secure place.

The attack comes weeks after a suicide bombing outside a stadium near Quetta as supporters of a nationalist party were leaving a rally, killing at least 13 people and wounding 30 others.

Balochistan has long been the scene of insurgency, with groups such as the outlawed Baloch Liberation Army demanding independence from the central government. The separatists have largely targeted security forces and civilians in the region and elsewhere.

Death Toll Rises to 19 in Vietnam as Typhoon Bualoi Leaves Trail of Floods and Landslides

Hanoi, Vietnam – Lingering heavy rains from former Typhoon Bualoi have caused further flooding and landslides across Vietnam, raising the death toll to 19 while more people remain missing, officials said Tuesday.

The national weather agency reported that rainfall in some areas exceeded 30 centimeters in just 24 hours, and it warned that heavy downpours are likely to continue. The prolonged rains triggered flash floods and landslides that have cut off roads and isolated communities, stretching from the northern mountains of Son La and Lao Cai provinces to central Nghe An province.

In Yen Bai, the Thao River swelled above emergency levels overnight, flooding homes with waters up to a meter deep and forcing evacuations. State media said authorities are still searching for 13 people, including eight fishermen who went missing in the storm.

Bualoi had already caused at least 20 deaths in the Philippines before striking Vietnam. The storm made landfall early Monday with maximum sustained winds reaching levels 10 to 11, and gusts as high as levels 13 to 14. Its slow movement increased the risk of flooding and destruction across wide areas of the north-central and northern regions.

Prime Minister Pham Minh Chinh has issued an urgent directive calling for immediate relief operations to support affected areas. Preliminary assessments from the Ministry of Agriculture and Environment said that as of late Monday night, the storm had killed 19 people, left 13 missing, eight out of contact, and injured 88. More than 105,000 houses were damaged or lost their roofs, with Ha Tinh and Nghe An provinces among the hardest hit. Nearly 3,400 houses were flooded and 2,700 others cut off. Over 9,400 hectares of rice and other crops were inundated, along with 1,700 hectares of aquaculture. Damage was also reported to transport links, irrigation systems and economic infrastructure.

Experts say global warming is making tropical storms like Bualoi stronger and wetter. Warmer oceans provide storms with more fuel, leading to heavier rainfall, more intense winds and shifting precipitation patterns across East Asia.

Rescue workers continue search and relief operations as communities brace for further rains in the days ahead.

Trump proposes supervising government for Gaza without Hamas, opens door for statehood

Washington, USA – United States President Donald Trump presented a peace plan for Gaza on Monday that includes the creation of a transitional government without Hamas supervised by himself, the demilitarization of the Strip, and the possibility of a Palestinian state in the future.

The president detailed his 20-point proposal after meeting at the White House with Israeli Prime Minister Benjamin Netanyahu, who expressed his support for the initiative because it coincided with the objectives of the Israeli offensive on the enclave.

At a joint press conference, at which no questions were taken, Trump said the ball is now in Hamas’ court and warned that if the group rejects the plan, the US will give its “full backing” to Israel to continue its offensive.

The plan calls for an immediate ceasefire in Gaza, the gradual withdrawal of Israeli troops, and the release within 72 hours of the 48 hostages, both alive and dead, who remain in Hamas’ hands.

In exchange, Israel should release 250 Palestinian prisoners sentenced to life imprisonment and 1,700 Gazans detained after the Oct 7, 2023, attacks.

If the agreement is accepted, the US guarantees the delivery of all necessary humanitarian aid, which would be distributed through the UN.

A government under Trump’s tutelage without Hamas

The plan also envisages the total disarmament of Hamas, which would be excluded from the governance of the Strip, and the establishment of a transitional government made up of Palestinian technocrats and international experts, supervised by a “Peace Board” chaired by Trump and including former British Prime Minister Tony Blair (1997-2007).

Subsequently, a reformed Palestinian Authority would be responsible for taking control of Gaza, although Netanyahu warned that this body could not play a role in the future of the enclave without a “radical reform.”

The Israeli prime minister expressed his support for Trump’s proposal, noting that it coincided with Israel’s objectives in the war, which are the release of hostages, the disarmament of Hamas, the demilitarization of Gaza, Israeli control of the enclave’s security, and the exclusion of Hamas from its future government.

Netanyahu insisted that if Hamas rejects the proposal, Israel would “finish the job by itself.”

“This can be done the easy way, or it can be done the hard way, but it will be done,” he added.

Despite Netanyahu’s expressed support for the plan, the PM will face internal opposition within his own government, as Finance Minister Bezalel Smotrich, a far-right settler, warned that he will not tolerate concessions on issues such as the rejection of a Palestinian state or the indefinite presence of the Israeli army in Gaza.

Towards a Palestinian state?

Trump’s program rules out Israeli annexation of Gaza, includes a reconstruction and economic development plan for the Strip, prohibits the forced displacement of Gazans, and recognizes the right of return for those who leave voluntarily.

This last point represents a change from Trump’s proposal made shortly after returning to the White House in January, when he suggested expelling the population of Gaza to build a real estate project called the “Middle East Riviera.”

Trump also promised Arab and Muslim leaders last week, including those from Qatar, Egypt, Saudi Arabia, and Turkey, that he would not allow Israel to annex the occupied West Bank, and then publicly reiterated this.

The United States also committed to mediate a dialogue between Israel and the Palestinians to “agree on a political horizon for peaceful coexistence” and opened the door to “the conditions may finally be in place” for the future creation of a Palestinian state.

The initiative comes amid growing international isolation of Israel for its offensive in Gaza, increasingly described by many as genocide, and following the recognition of the Palestinian state by the United Kingdom and France, traditional allies of Tel Aviv, which has been condemned by the United States and Israel.

Madagascar’s president dissolves government after 22 killed in protests

Antananarivo, Madagascar – Madagascar’s president, Andry Rajoelina dissolved the government on Monday following several days of protests over water and power cuts in which at least 22 people have been killed and more than 100 injured, according to the UN.

“We acknowledge and apologize if members of the government have not carried out the tasks assigned to them,” Rajoelina said in speech on state broadcaster Televiziona Malagasy.

“I understand the anger, the sadness, and the difficulties caused by power cuts and water supply problems. I heard the call, I felt the suffering, I understood the impact on daily life,” he said.

Applications for a new prime minister will be received over the next three days before a new government is formed, the president explained

The United Nations High Commissioner for Human Rights, Volker Türk, reported on Monday that at least 22 people were killed and over 100 injured in the protests in Antananarivo, Madgascar’s capital, and in other cities across the country.

In the statement, Türk confirmed that among the victims are protesters and bystanders killed by security forces, as well as people who died in subsequent violence and looting perpetrated by individuals and gangs not linked to the marches.

The protests in the capital were suppressed by the Malagasy Police with tear gas and rubber bullets, leading authorities to decree a curfew from dusk to dawn on Sep. 25.

“I am shocked and saddened by the killings and injuries in the protests over water and power cuts in Madagascar,” Türk said, urging authorities to “ensure respect for freedom of expression and peaceful assembly, consistent with their obligations under international human rights law.”

The organizers insisted that the protest was peaceful and blamed the unrest on “external groups.”

Despite the repression, demonstrations continued on Monday at a university in Antananarivo.

According to images released by local media, hundreds of young people held up banners, sang the national anthem, and tried to march through the city.

After the protests began, Rajoelina, who was in New York to participate in the 80th UN General Assembly, condemned the vandalism in a social media post. He called for calm and expressed regret for the damage to properties and businesses.

Two days later, in response to the crisis, he dismissed Olivier Jean Baptiste, the Minister of Energy and Hydrocarbons, for failing in his duties by delaying measures to increase electricity production.

Türk urged the security forces to refrain from using “unnecessary and disproportionate force” and to release all protesters detained without cause immediately.

He also recalled that law enforcement officers may only use firearms “when strictly necessary to protect life or prevent serious injury.”

The demonstrations spread to other cities, leading the authorities to suspend classes in schools in the capital and suburban districts due to the disturbances.

Seychelles to Conduct Presidential Election Rerun After No Candidate Secures Majority

Victoria, Seychelles — With no outright winner in Seychelles’ presidential election, the country will hold a rerun vote between the two main contenders, the electoral authority said Sunday.

Opposition figure Patrick Herminie received 48.8% of the vote, while the incumbent, Wavel Ramkalawan, garnered 46.4%, according to official results. A candidate needs to win more than 50% of the vote to be declared victorious.

The runoff will take place from Oct. 9-11, according to the electoral authority.

Ramkalawan said that he wants a debate with his rival to help voters decide.

“State House does not belong to me,” he said, referring to the official residence of the president. “State House does not belong to you. State House will always belong to the people of Seychelles.”

Herminie said that he hopes to win in the second round of voting, because the people “are very unhappy with the way the country is being run.”

Herminie represents the United Seychelles party, which dominated politics for decades in the country before losing power five years go. It was the governing party from 1977 to 2020.

Trying to prevent United Seychelles from returning to power, Ramkalawan seeks a second term as the leader of Africa’s smallest country. His governing Linyon Demokratik Seselwa party campaigned on economic recovery, social development and environmental sustainability.

Early voting began on Thursday, but most people voted on Saturday.

The 115-island archipelago in the Indian Ocean has become synonymous with luxury and environmental travel, which has bumped Seychelles to the top of the list of Africa’s richest countries by gross domestic product per capita, according to the World Bank.

But opposition to the governing party has been growing.

A week before the election, activists filed a constitutional case against the government, challenging a recent decision to issue a long-term lease for part of Assomption Island, the country’s largest, to a Qatari company for a luxury hotel development.

The lease, which includes reconstruction of an airstrip to facilitate access for international flights, has ignited widespread criticism that the agreement favors foreign interests over Seychelles’ extended welfare and sovereignty over its land.

With its territory spread across about 390,000 square kilometers (around 150,000 square miles), Seychelles is especially vulnerable to climate change, including rising sea levels, according to the World Bank and the U.N. Sustainable Development Group.

Another concern for voters was a growing drug crisis fueled by addiction to heroin. A 2017 U.N. report described the country as a major drug transit route, and the 2023 Global Organized Crime Index said that the island nation has one of the world’s highest rates of heroin addiction.

An estimated 6,000 people out of Seychelles’ population of 120,000 use the drug, while independent analysts say addiction rates approach 10%. Most of the country’s population lives on the island of Mahé, home to the capital, Victoria.

Russian drone and missile attack on Kyiv kills 4 and wounds at least 10, as other regions hit too

Kyiv, Ukraine — Russia unleashed a barrage of drones and missiles on Ukraine overnight into Sunday, killing at least four people, with Kyiv suffering the heaviest assault.

This is the first major bombardment since an air attack on Ukraine’s capital left at least 21 people dead last month.

Kyiv bears the brunt of the attack

Tymur Tkachenko, head of the Kyiv City Administration, confirmed Sunday’s casualties via Telegram and said that 10 others were wounded in the attack, which targeted civilian areas across the city. A 12-year-old girl was among the dead. Thick black smoke could be seen rising from a blast near the city center.

“The Russians have restarted the child death counter,” Tkachenko wrote on Telegram.

Russia fired a total of 595 exploding drones and decoys and 48 missiles, Ukraine’s air force said Sunday. Of those, air defenses shot down or jammed 566 drones and 45 missiles.

Besides Kyiv, Ukrainian President Volodymyr Zelenskyy said that the bombardment targeted the regions of Zaporizhzhia, Khmelnytskyi, Sumy, Mykolaiv, Chernihiv, and Odesa. Zelenskyy wrote on X that at least 40 people were wounded across the country. Later, Ukraine’s Interior Ministry stated the number of the wounded rose to 70, with more than 100 civilian objects damaged.

Zaporizhzhia’s regional head, Ivan Fedorov, said that three children were among the 27 wounded in the region, adding that more than two dozen buildings were damaged in the capital, which that bears the same name.

“This vile attack came virtually (at) the close of U.N. General Assembly week, and this is exactly how Russia declares its true position. Moscow wants to keep fighting and killing, and it deserves the toughest pressure from the world,” Zelenskyy wrote.

Speaking at the U.N. General Assembly, Russian Foreign Minister Sergey Lavrov told world leaders on Saturday that his nation doesn’t intend to attack Europe, but will mount a “decisive response” to any aggression.

Residents shaken

The strikes that began overnight and continued after dawn on Sunday also targeted residential buildings, civilian infrastructure, a medical facility and a kindergarten, according to Kyiv Mayor Vitali Klitschko, who also said that damage was reported at more than 20 locations across the capital.

At Kyiv’s central train station, passengers arrived to the crackle of anti-aircraft gunfire and the low buzz of attack drones. Mostly women, they waited quietly in a platform underpass until the air raid alert ended. Parents checked the news on their phones while children played online games.

“The sky has turned black again,” said one woman at the station, who gave only her first name, Erika. “It’s happening a lot.”

Ilona Kovalenko, a 38-year-old resident of a five-story building struck in Kyiv’s Solomianskyi district, told The Associated Press that she woke up because of the explosion, which shattered windows.

“A neighbor kept knocking on our door. She was completely covered in blood and shouting, ‘help, save my daughter,’” said Kovalenko, who fled the building with her grandmother after the strike.

Oleksandra, the neighbor’s daughter, was the 12-year-old killed in the attack.

“Sadly, she died on the spot,” Kovalenko said. “We are in shock, to be honest.”

Another multistory residential building was heavily damaged by the attack. Emergency services personnel used power saws to clear the debris. Piles of glass littered nearby sidewalks as building residents, some looking shaken, sat on benches.

“There are no warehouses or plants here. We were sure that nothing would happen, but it hit us here,” Volodymyr, a retired Kyiv resident who only gave his first name, told the AP at the site of a missile strike.

The Kremlin has repeatedly claimed that Russia’s military only strikes military targets.

Russian officials didn’t immediately comment on the latest attacks.

For some Kyiv residents, this wasn’t the first time they had come under Russian attack. Mark Sergeev, a pastor who had already fled Russia-occupied Melitopol, found himself under attack again in Kyiv. He was sleeping on the second floor with his wife when the blast struck, with his children on the floor above.

Death Toll Rises to 40 in Stampede at Actor Vijay’s Political Rally in Southern India

State police have filed a criminal case against leaders of Tamil actor Vijay’s political party following a stampede at his rally that left 39 people dead, a senior police official said on Sunday


Chennai, India — The death toll from a stampede at a political rally for popular Indian actor and politician Joseph Vijay Chandrasekhar, known professionally as Vijay, in Tamil Nadu has risen to 40, officials said Sunday. At least 124 people were injured and are being treated in hospitals, with most reported to be in stable condition.

State Health Minister Ma Subramanian told The Associated Press that 36 victims were dead upon arrival at hospitals on Saturday night, with four more succumbing later. Among the deceased were nine children.

The rally, held Saturday in the Karur district, drew tens of thousands of supporters amid sweltering heat. Vijay, a major film star turned politician, arrived more than six hours late, by which time the crowd had overwhelmed the venue. Witnesses reported that barricades and ropes were insufficient to control the massive gathering.

“A lot of barricades and ropes were placed around the venue, but the crowd became so large that nobody could control it,” said S. Sabesan, a local resident. Multiple people fainted during the rally, prompting Vijay to halt his speech and call for medical assistance.

Commenting on the Karur stampede, BJP leader K. Annamalai said, ‘This is not Vijay’s fault. It is the responsibility of the state police and intelligence to anticipate crowd behavior and deploy forces adequately. Why did the authorities allow a seven-hour event? Vijay was present for only 20 minutes, and with such a massive fan following, a large crowd was inevitable.

R. Rajendaran, a lawyer who witnessed the incident, said the stampede occurred when Vijay’s campaign vehicle began moving and hundreds of fans surged to follow it. Subramanian described the rally as having “indiscipline” and announced a government probe led by a former judge, with a report expected in one month.

Tamil Nadu Chief Minister M.K. Stalin has announced compensation of over $11,000 for each family of the deceased.

Vijay, who retired from acting in 2024 and launched his political party, Tamilaga Vettri Kazhagam, expressed deep sorrow hours after the incident. “My heart is shattered… I am writhing in unbearable, indescribable pain and sorrow that words cannot express,” he wrote on X. Indian Prime Minister Narendra Modi also described the tragedy as “deeply saddening.”

Stampedes during large gatherings are not uncommon in India. Earlier this year, at least 30 people died during the Maha Kumbh festival when tens of thousands rushed to bathe in a sacred river.

US Supreme Court allows Trump to freeze 4.9 billion dollars in foreign aid

Washington, USA – The United States Supreme Court on Friday authorized President Donald Trump’s administration to keep nearly 4.9 billion dollars in foreign aid frozen while Congress debates cuts to cooperation programs, marking a significant victory for the White House’s budget reduction agenda.

In a brief ruling, typical of emergency government appeals, the court’s conservative majority of six justices held that the president’s authority to manage foreign affairs “far outweighs the potential harm” to aid recipients.

The decision, however, was labeled provisional, pending resolution in lower courts and Congress.

The court’s three liberal justices dissented.

Justice Elena Kagan, writing on their behalf, argued the matter requires deeper scrutiny since it touches on “the distribution of powers between the Executive Branch and Congress regarding public spending.”

A lower federal court in Washington,DC, had earlier struck down the freeze, ruling that Trump had overstepped congressional powers.

Trump’s budget maneuver challenged

On Aug. 28, Trump notified Congress he would withhold 4.9 billion dollars from an 11.5 billion dollars foreign aid package previously approved by lawmakers.

The administration used a maneuver known as a “pocket rescission,” which allows the executive to reallocate funds just before the fiscal year ends on Sep. 30.

Because of the limited timeframe, Congress has little opportunity to review or block the measure, making it effectively expire at year’s end.

Humanitarian groups and aid organizations sued, arguing the move was illegal.

On Sep. 6, a federal appeals court rejected the administration’s request to lift the injunction, prompting the government to take the matter to the Supreme Court two days later.

Aid cuts raise humanitarian concerns

This is the third time the Supreme Court has permitted Trump to temporarily withhold federal funds.

Previous rulings allowed the suspension of about 800 million dollars for the National Institutes of Health and 65 million dollars in teacher training grants.

Aid groups warned the latest cuts could have severe humanitarian consequences in developing nations dependent on U.S. assistance.

“These funds are not just numbers on a ledger; they are lifelines for vulnerable communities,” several NGOs said in statements opposing the freeze.

Russia says Kyiv and Europe show no interest in ‘just peace deal’ for Ukraine

United Nations, New York – Russia sees no willingness from Kyiv or European countries to negotiate what it calls a “just peace deal” to end the war in Ukraine, Russian Foreign Minister Sergey Lavrov told the UN General Assembly on Saturday.

“So far, neither Kyiv nor its European sponsors seems to understand the urgency of the situation, and we are unwilling to negotiate just a peace deal,” Lavrov said in his address.

He accused European nations of being “obsessed with the utopian goal of inflicting a strategic defeat on Russia.”

Moscow, he argued, seeks to address the “root causes” of the conflict while ensuring its national security.

“Russia’s security in territories under Kyiv’s control must be restored,” Lavrov declared. “Only on this basis would Moscow discuss security guarantees for Ukraine.”

Lavrov reiterated Moscow’s long-standing complaint that NATO has ignored its security concerns and continued to expand eastward.

“This process continues today despite promises made to Soviet leaders not to move an inch to the East,” he said.

He also denounced what he described as growing threats of force against Russia. “We are accused of plotting attacks on the European Union, but Russia never had and does not have such intentions,” he insisted-

Turning to Washington’s role, Lavrov struck a more measured note, saying Moscow holds “certain hopes” for talks with the United States.

“In the approach of the current US administration, we see a desire not only to facilitate realistic solutions to the Ukrainian crisis but also to develop pragmatic cooperation without adopting an ideological stance,” he said.

Outlining India’s agenda under its upcoming chairship, Jaishankar said New Delhi would prioritize food and energy security, climate change, and sustainable development, while simultaneously strengthening development partnerships and fostering innovation-driven growth.

The meeting in New York brought together foreign ministers of Brazil, Russia, India, China, and South Africa, at a time when the bloc is seeking to expand its role as a counterweight in global political and economic affairs.
